Starting Problems

My 1992 2.2L Turbo Will not start, Symtomts Will crank, no spark, have replaced igniter and coil, same effects, Windsheild wipers do not work, Power windows, locks, radio,llights all however work, my gauges dont, the annoing ding ding doesnt even work, it would help if i had a schematic diagram to look at it in further, I am currently in germany so some things will be hard to come by. Thanks for any help you can get me.
