windstar 200 high gas consumption

Hi,

I bought a Windstar 200 lx a year ago. I verify its millege per galon and its only 13 mpg. It should bring between 17 and 23 mpg. No engine light on. I change the air filter and clenned the inyectors but no improvement.
Its making a hole in my pocket!
Someone knows something about this.
I was thinking in verify the oxygen sensor.
Thanks for any help!!!

I have a 99 Windstar and was getting crummy mileage. Now I make sure the tires have 35 PSI pressure and am getting 18.5-19.5. I check the pressure every week.
