1993 Legacy Tailights

My tailights wont work. Parking lights wont work either. The brake lights work, the turn signal works, but the Parking lights wont work. I dont get it. I checked out the bulbs.....they're all good except for one on left side that was garbage.....replaced it but it wont turn on either. Thats the other thing....the side marker lights wont work either.
