License

What type of license do you need to race F1 and how much does it cost to make one?

It's called a superlicense. If you're in a position to get one, trust me, it won't matter how much it costs

What you need is to be a great driver (good won't do) with quite a bit of experience (although the last couple of seasons it's not imperative) and convince the FIA that you'\re worthy. You'll have to be, let's say, in the top 100 best drivers in the world to get it.

wow...so how does one go about to prove to fia?

You qualify for a superlicense by winning an FIA recognized national or international championship. Others may apply for a Superlicense and some will get them based upon results. Others must effectively "try out" including F3 and Formula Renault racers.

any fia recognized championships in Canada or the states?

The FIA will recognize the CART championship. I imagine they would recognize the IRL championship since they are in bed with Tony George pretty well these days. Otherwise, you pretty much have to go to Europe.

You could probably get into Formula Renault just by bringing money. That may be true for F3 as well. I would imagine an F3 budget would be somewhere in the neighborhood of a couple of million dollars to start. It's been a while since I followed these things. It might be as much as $5MM.

Plan on living in Europe and doing nothing but working on racing. You might be able to "arrive and drive" in Formula Renault, but you won't be taken seroiusly and wouldn't likely do well.

i read an article in Road&Track
it seems like Honda and Ford are pulling out, and only Toyota is wiling to offer engines
