89 f250 won't start?

I have an 89 f250 and cannot get it to start, it sounds like it wants to start but never does. So today I replaced the external fuel pump on the frame, the fuel filter, and ignition control module that is mounted on the distributor and after doing all this it would still not start! There is fuel in the rail and pressure and I know there is spark because I got shocked by it. Very recently I have replaced the water pump and starter as well, I am just not sure where to go next I think it is an ignition or electrical problem but not sure and have a feeling it could be something very simple. If anyone has any good ideas they would be much appreciated, if not I think I am going to have to take it to the dealer and get them to hook it up to their computer because I'm stumped. Thanks, Mark

Get a fuel pressure gauge on it and make sure fuel pressure is up to specs.
Post back fuel pressure?
Is the computer systems getting power?
Any codes?
Is this a dual tank set up?

Do you hear the two (2) relays click under the hood when you first turn on the key? One is for PCM per MT2500, other is for fuel pumps. Always like to suggest the ignition switch as they were a problem on these trucks and mine "was" a problem. Make sure your dash lights are coming on with key in on position. I wouldn't throw any more parts at it until you've check all electrical. Good luck.

Turns out that when we put a heat gun before and after both of the converters the readings were off. so what probably happened is that the o2 sensor went bad and then in turn the converters started going bad over time and finally it got to the point where the exhaust had no where to go and kept getting clogged in the engine making all of the plugs go bad as well. with all things said she is up and running better than ever. thanks
