Angry Wipers!!!

2001 Impala,

Wiper fluid is full, but it won't spray.

and... the wipers don't reset to their proper position.
They sit about 4 inches up higher than they should.

I know that chevy wipers tend to do this after a while... something comes outta sync with them or something like that and they don't reset.
They used to stop in the middle of the window when you turned them off, I've had it fixed once, but the guy didn't quite do it right,
they go back down but still stay 4 inches to high up. and when I use them on intermitant, they lag in the middle of the window...

Anyone know why this happens? is there an easy fix I can do myself?
if not anyone know how much it'll cost? (CDN $$)

Also there is this stripping that runs from the top of the windshield along the top of the car to the back, it is lose and needs 2 be glued down.


Any help would be appreciated.
