I have never had the problem but it sounds like the sending unit inside the gas tank.

poor ground and wiring harness

Please check this before you do anything. If the unit is a 5-speed, there is a wiring harness that is cable tied to the drivers side of the transmission. It's a poor place to put it. There is a ground wire connector in the harness that becomes loose and when that happens the gas gage is inoperative. sometimes you might get a reading on the dash at early start up. A very quick fix is to take a 4" piece of insulated wire and simply jump connect it to the ground wire before and after the connector (over the connector). Just find the color of the ground in the Hanies manual. This issue will only effect the operation of the gas gage. Believe me, it happened to me. It took the $tealer 2 weeks to find. What you could also do is have someone watch the gage and jiggle the harness to prove the ground is inoperative. Hope I saved you some $ and time.
