Wipers only go low speed

The windshield wipers on my 99 malibu only work on the low speed. When you switch to high speed they still work but only at the low speed. Motor? Switch?

The wiper/washer control under the hood controls all your wiper delay and operation. Try giving it a rap with the palm of your hand first, check all your connections too. When mine went, it refused to shut off. Mine cost me about $32 at NAPA.
