86 3.8L emissions problems

Engine starts and idels at under 200 rpm, really low. Engine pops when gas is given...

..there is one part im not able to identify, its located on the driverside of the block, in the top of the intake manafold next to the 5th or 6th cylander, the hose that was attached to it broke off the tip of the part and i need to replace it, looked through the diagram for the vaccum system and cant figure out what the part is. If anyone knows, please tell me ( vaccum hose attaches to a nipple at the top and it has a device at the bottom that seems to bee some sort of release valve.)

aside from that... the acceleration is extremly low. I shouldnt be driving it to say the least, but when its your only mode of transport and you have to get to work... ya know?...

----------

seperate problem, why would an engine make the sparkplugs back out?... (when i checked all of my sparkplugs accecpt the 5th and 6th were loose.)

if you could help id appreciate it...
