Test port dosent work

My check engine light is on. Brought it to autozone to get a clue as to why and the guy pluged in the computer and the computer wouldnt come on. Any reason this would happen? a fuse or something?

i think the power feed to the data link connector runs off the cig lighter fuse, check for blown fuses.
