tachometer jumps in rhythm w/ blinker

I think I'm having electrical problems going on but not quite sure.

First, I was waiting at a red light yesterday and noticed that my tachometer was bouncing in rhythm with my blinker.

Second, the hazard/blinker signal comes on as soon as the car is started. It only stops after pressing the hazard button on/off, a restart won't do it. This has happened twice.

Ideas/advice anyone?
