I was wondering what a quick and cheap 20+ hp increase would be. I just put a cat back exhaust on and I am wanting more hp.

There is no such thing as cheap hp. First what model cobalt do u have?

You can get a couple things to boost your hp.
1. Cold-Air Intake
2. Header
3. Hi-flow Cat
4. Cat-back exhaust
This should give you anywhere from 7 - 18hp
