locked up transmission??

My 96 which had 89k has only park and some forward gears. A local shop said there were no diagnostic codes indicating it was a electrical issue. A trany shop told them it sounds like the unit is frozen up and needs replacement.

When in park, running, it sounds like the engine will not rev up and is somehow being limited in its power output. The car will not go into newtral or reverse while running, but if the engine is off, I can get to a neutral. They tell me something about the different gears being fused together.

Anyone ever hear of this type of problem or have a suggestion? Thanks
