91 si. i assume you mean civic, but just in case, i'll tell you how to do it on a crx and also assume that it's similar if not identical on the civic.

the front bumper

open the hood. on the crx there are 3 bolts holding it down right where the lip of the hood meets the lip of the bumper. remove corner lights. on the crx there is a bolt under each corner light that you can't get to without taking the light out (unless someone else out there is smarter than me). finally, crawl under the car. there should be between 2 and 4 bolts holding the bumper from the bottom. i think there are screws in the wheel wells as well. at this point you should be able to slide the bumper off. there is a sliding ... thing ... holding the bumper on in each corner.

the rear bumper

open the hatch. inside, beind the plastic interior panels (remove them or partially remove them and pull them out of the way) there are two nuts on either side, holding the bumper in. remove those. crawl underneath the car. there are similar nuts somewhere near the tow hooks... they're not directly beneath the ones in the hatch. they're a few inches toward the outside or the inside. i can't remember which. they're behind small plastic shrouds that are a bitch to remove. i just ripped mine off (but they're probably there to keep water off the nut and keep it from rusting permenantly). there are also screws in the wheel well, and a sliding thing on each side again just as in the front. the bumper should come off. to take the cover off, you just remove the screws (someone had put BOLTS on mine...) on the top and the bottom.

OH, also, before you can fully pull the bumper off, you must reach behind the plastic wall on the right side looking in your hatch... it's really behind that small panel near the light, and disconnect the license plate light. after this you're home free.

as always, installation is reverse of removal.

i hope this helped.
