intake and exhaust ?

hey looking to sup up d16y8 with a lil more hp. should i go exhaust before intake and should i go short ram or cold air since i live in michigan.

My friends Z6 didn't seem to respond at all to I/E. No point unless it is just for show/sound. He still can't run with a six banger S10. He must have gained no more than 3-4 more wheel horesepower.
