Rear seat fold down and stall question

I have an 04 LS Sport with the 60/40 solit rear seat. Both parts of the seat back have a seatbelt that comes from the rear deck to the seat belt connectors on the seat itself. This prevents me from being able to fold down the seat back because the seatbelts can't be extended any as if they are locked. Anyone know how I can fold my seat back down? I know about the releases in the trunk, that would allow me to fold the seat back down if not for the seatbelts.

My 04 barely has 7,000 miles on it and after driving the car in the mountains, upon turning a corner, the engine stalled. It started right up again. Anyone have this problem before? The car is only driven on weekends maybe 100 miles a week.

When you are that high up there in less oxegen so your car can die. It is noramal. The only way to prevent this is to get a turbo cuz it will push air in the motor.
