Hedlights wont turn on but ambers wont turn off??!!!!!!!!!!!!!!!!!!!!

I wired up my headlights and then, when I tried to turn on my high beams while driving one night I switched on the brights in which they didi not function, and my regular headlights will not turn on amber and backlights still work though?. Now my lights will not turn on at all. Is it a problem with the switch mechanism in the steering column. Or what. I need help, cause Everytime I walk away from my car I have pop the hood to take out the headlight fuse cause my battery loses its power so it wont start ( the switch that rotates up and down will not turn off the lights), plus I cant drive at night. Only my ambers and backlights turn on. HELP!!!!!!!!!!!!!!!!!!!!!!
