ODB Code

my check engine light came on and I used my code reader to find out what it is. I got a code:

P0420 Catalyst Efficiency Below Threshold

This is my cat converter, right? I was going to change it anyway and put a performace one on soon. Is this code talking about the converter or a O2 Sensor?
