big obd problems 94

I cant get the check engine light to flash codes after jumping the prongs together t&e1, after doing so , my check engine light still stays on and wont flash any codes, Im stumped I went and bought the repair book on it and followed the directions on grabing codes by jumping a wire Do i have a bad ecu? Idont think that going to the auto store and buy the code reader is going to help
