Is the JDM P72 ecu pinout different from the USD P72 pinout?

I bought a jdm b18c motor and the IAB does not work so I manually wired it to see if it works. Solenoid worked, theres vacuum. I checked voltage on both wires and both had battery voltage to ground. ETM says one wire goes to pin A17(-) and the other to the PGM-FI main relay(+). I pulled the wire I have at A17 to see if there was voltage coming straight from the ECU (when ignition is at on position) and there was still battery voltage. from what I get from the ETM the ecu grounds the circuit to give vacuum to the IAB at low rpm and at high rpm disconnects the ground. Well I took the ecu back they let me swap it with another ecu and it still did'nt work. but I think that ecu was bad also so what I'm going to try next is to swap ecu s with my buddies p72. or thats why I'm asking you'all is the JDM P72 ecu pinout different from the USD P72 pinout?
