Question high idol

hi, i have a 2001 SL 5spd. OHC, and ive been getting a high idle quite often, its around 1500, and normailly its at 800ish, my understanding is that saturns have a moving idle speed and a stoped idol speed? im not sure, ive cleaned the EGR with carb cleaner(it looks good), replaced the PCV, and cleaned the throttle body with carb cleaner, and i still get this my theory is that my car is getting confused and thinks im still moving when im sitting at a stop in neutral, but i dont know, im going to clean the IAC tomorrow, but not sure thats going to help

the later SOHC 1.9L engines tend to suck in the intake manifold near the #1 intake runner, hence resulting in a vacuum leak. spraying the carb cleaner in the area of the #1 runner will confirm this, if you have a leak the RPMs should drop.
