Question 95 Aurora just buzzes when turning the key?

Occassionally my 95 Aurora will just buz when I turn the key. I may do this once for four or five times before the car will start. It has never left me stranded, but I just want to know if anyone else has had this problem and if they have what is the cause of it.

The noise actually comes from under the dash. I thought at first is may be the starter solenoid, but then when it did it the next time I could tell that wasn't it.
