Shift lock Solonoid/ Flashers

I cant get this one: I have a 95 clubwagon that will not relese the shift lock solonoid on the drive selector lever until you press the hazard light button on the steering column.

More info: the fuse that powers the hazard's keeps blowing. However, blown or not if you dont press the Hazard button It won't come out of park. That fuse also controlls the Spedo and the Odometer.

Anyone ever had this happen before??
