help please

hey my mirage's front passenger wheel bearin keeps goin bad every bout 5 or 6 months. I also notice a draggin sound when im goin bout 40 or under coming from the back end. it comes and goes. mainly when im goin downhill and it gets louder if i use the brake. i do think someone is messin with my ride. im not really a car guy either. can someone help me?
