02 4.0 Ranger Replace fuel pump or fuel press. regulator?

My ranger take 3-5 sec. to turn over. I guess both are in the tank. The haynes manual said if replace the regulator and the pump at the same time. Can I just replace the regulator. The truck runs fine once started tho. No sure what to do.

Are you saying you must crank the engine 3 - 5 seconds for it to start up?
