97 Grand Cherokee headlights stay on - must pull fuse under hood to get them out.

My Cherokee was broken into and almost stolen from my driveway. The ignition was completly beat out. I replaced the ignition but since the repair the headlights remain on even when the vehicle is turned off. The only way I can turn the headlights out is by pulling the fuse under the hood. When the fuse is in place the headlights seem to always be functioning as brights. I am really not sure how to fix this. If anyone can offer some advice I would certainly appreciate it!!
