Second Row Seats 05 Sienna

We are baffled and disappointed that the second row Captains Seats in our 7 pass. van do not recline very far. Curious if anyone knows why? One thought is safety, but front row seats lean way back. Side curtain air bags go all the way to the third row, so that should not be an issue. Also curious if the piece that controls how far back it leans could be A) swapped out from a front seat, or B) modified or have one made that would allow the seats to recline for sleeping. We bought the van for long trips in comfort. I don't sleep upright!
