Should I buy this P71?

I'm thinking about buying a 1998 Crown VIctoria P71 with 116,000
miles on it that has a few problems, asking price $1,500. First
problem is the steering, on the test drive, at times it would be
fine and other times it would be loose & get tight, or it would
be tight & get loose. They said it could be the steering box or
the pump. Another thing is the Overdrive light, the seller was
driving it to town & said the 'overdrive' light came on,
but it didn't kick out of overdrive. They also said it has a misfire,
he hooked it up to a machine & it said it has a random misfire in cylender one.
He replaced the coil pack & it still does it.
What do you think could be wrong, would you consider buying it,
and how much would you offer for it? or is this a good price. PLease let know, thanks!

i would not buy it. lots of potentially major probs.
