Would the Mitsu. Evo VIII engine be able to fit in the first gen. neons?

with alot of money alot of time and alot of know how then yes but other wise no it will not just drop in and work

Physically maybe, probably...getting it to work, if you have plenty of time and money...is it worth it, by no means!
