Rad fan ?

I just realized that when I start my 2000 Rodeo my rad fan starts immediately. Is this normal. I thought the fan doesn't come on until it reaches a certain temp. There are no check engine lights. My engine temp gauge seems to operate properly, regularly rising and lowering with the heating and cooling of the engine. When at max. temp the gauge needle stays just under half way. Is this mechanical problem or a temp sensor problem or no problem at all?

the clutch fan? Yes it should run all the time.

the electrical one that is attached to the ac condensor, no, only when the ac pump is on
