HELP! My car is a Hoover

Recently, during the past few days my engine has been getting louder and louder. I have an 02 with 44,000 miles on it. When I start the car and look under the hood, the egine sounds like the motor in a dremmel tool. When I manually use the throttle body from under the hood, the engine sounds a lot less like an engine, and a lot more like a vacuum cleaner. This started a few days after I had my oil changed at walmart. Interestingly enough, walmart said I was a quart low. Tell me this, if you pay 19,000 for a "GM Certified Used" vehicle, would you not expect everything to be in order??? The damn dealership didn't bother to check the oil level before I drove off the lot! They didn't do an oil level check before I left. This pisses me off.
