can't unlock tailgate on 96 windstar

wife is upset since can't get lock to release on tailgate.
Actually happened before earlier this year but I was able to get to release by fooling around with eletric locks.
Is this a problem of actuator? And if easy self-repair please tell how.

Does the tail gate unlock by using the key in the rear key cylinder? Does the tailgate handle feel like it is still connected to something or does it feel loose?

I'm so sorry, I never got back to your question.
I did figure out the problem. it was the actuator which I was able to access and replace.
