1998 Chevy Metro No SPARK???

Hi if anyone can help i have a 98 chev metro 1.2L and i have no spark after cleaning most of the connection (IE ground and coil plates) and looking over the 2 coil packs and checking all the plugs, plug wires and fuses I still have no spark. I tested the connections going into the coils and i seem to be getting about 12v but im not sure if that means anything or not. also my dash is fine and no lights are on. the motor seems to role fine and im getting lots a gas. i was going to next check the cam sensor but im not sure if it might be some other thing. i also took the crank sensor out and cleaned it and put it back in. I seen alot about timeing belts while looking around on the web would the 98 have a belt even if it dont have a distributer? is there anything other i should check or look at ??? any help would be great.
