Does anyone know where the park range switch is located in a 2000 Kia Sephia?

It's located on top of the transmission. It looks like a triangular piece of pie and is black plastic. The shifter cable connects to it. If you have someone inside your car have them shift the shifter. You'll see the cable move and it will dead end on the Park Neutral Range Switch (aka Inhibitor Switch). You will likely need to remove the air box to get a clean view.
