Transmission not shifting like it should

I have a 97 2.0 Jetta with the 01M transaxle.

The tranny isn't upshifting and downshifting like it should. Whenever I put my foot on the floor in 3rd, it doesn't downshift at all until I hit the brake. It is also taking too long to upshift. Any ideas on my problem, or where I can find the answer to this problem?
