Depends on what you are looking for, really. The TC and the LS are Apples and Bowling balls. You can't compare them. Not at all. They both have four wheels, but that's about where it stops.
The '05 at 23k is a steal. It even has 3 1/2 years left on the warranty.

Frankly, if you don't care about high performance driving or the vehicle dynamics that come with Hi-Po cars, your better of with the Town Car. They are dead-reliable and comfortable.
The LS is a driver's car capable of maintaining triple digit speeds for long stretches and it has the chassis dynamics to make it safe and predictable at those speeds, as well as during extremely hard braking and cornering.
