Vents ALWAYS blow air ?

1995 Rodeo LS

Just purcahsed vehicle and running through maintenence issues.

Noticed the air flow NEVER stops, even when in "off" position in recycle mode. Anyone got an idea? I know it's happening specifically on the drives left side vent, lesser on the others.
