Smile need to know if gas tank can be drained easily using the elect. fuel pump?

Well Sams Club seems to have sold me several gallons of water mixed in with the gas and now car will not run at 1/4 tank or less, thought it could be a bad sending unit but when it is filled up at gas station it only takes 9 gallons. I want to drain the fuel tank as easily as possible, hopefully with out dropping the tank because I just had surgery and it would be hard if not impossible. I disconnected the fuel filter and turned the key on expecting the elect fuel pump to do the work for me. Well that does not work I think there is some kind of circuit that shuts the fuel off in accidents and other types of situations which is preventing the fuel pump from doing most of the work for me. Anyone have any ideas?

Also is 36 hwy & 33 city average fuel economy with a 5 speed?

on the gas tank i have no idea

but on the mpg thats better than what i get which stays usually about 28 average

easiest way i can think of to drain via pump would be to place a battery outside rear tire, run a POS and NEG wire from the battery to fuel pump connectors. BUT ! if you do, make damn sure all your connectors are securley fastened, and the drain hose and catch can is as far away from battery and connections as possible, and absoulutley NO leaking. Sparks, gas, fumes, do NOT mix well... Well actually they do, hense the caution.
If you do it, , have fuel drains in place,make the last electrical connection the one to the battery. Yes this is safe, but only if you are VERY CAREFUL. So dont blame me for mishaps
