Post Shifting issues

I have a good question I pray and hope someone has the answer. I have a 1998 2.0 non-turbo eclipse gs it is an automatic, I recently replaced the engine and tranny. When I go to shift to reverse the car does not move, I have to put it in neutral then reverse then the car moves. The same thing goes for putting it in drive, I have to put it in "2" in, then back in drive in order for me to move. I always have to go down one gear position, in order for me to move. The car shifts and drives great, like the tranny and engine is new. Then is also a ringing sound from the engine when you punch on the gas pedal. If anyone has an answer please respond? I have to go through inspection, and I do not think they will let me pass, if they have to go through all of that, just for the car to move.
