???'s from a tardboy

I touched up areas on the hood of my car that wore away the clear and the paint from sitting under a doenspout for 2 years. After I sanded the areas, which were basically the front 1/3 of the hood, and applied the color basecoat, everything looked good. Then, I guess I screwed up by only clearing over that area and about a foot more from that area. When I rubbed out the clear, it never blended in to the old finish, and the new PPG 2 part clear won't come back up to lustre. I started with 400 then 800 then 1500 then 2000 paper. Then I used rubbing, then polishing then finish type compounds with an 8" polisher. Any ideas how badly I went wrong?
Should I just go ahead and rough up the finish and re clear the whole hood?
