Question 95 hesitating and grinding into 2nd gear

Alright, so I currently have 2 problems with my 1995 3.0L v6 4runner:

1. It won't let me downshift into 2nd gear until I am going under 20mph, otherwise it grinds. It doesn't have any problem at all shifting into 2nd gear, just downshifting. What could this be, and how much would it cost to get replaced?

2. I just had a complete valve adjustment and they replaced them all. I got my car back about a week ago, and it now has less power and is hesistating a lot, which it never did before I took it into the shop. Any ideas as to why? The valves are making a clicking sound and need to be tightened, but would that be the reason that it's hesistating to accelerate so much?

Thanks a lot. ANY input would be great. I just spent $3,000 on the valve adjustment that long story short isn't what I even took the car in there for. I'm hoping to save myself some money by getting other opionions besides just from this one shop which seems to be screwing me over. Thanks!
