heat comes out regular A/c but not MAX A/C

on max a/c it comes out great- i had a problem with a/c coming out defrost vents, and nothing but heat coming out- foun that the end of the vacuum hose that connects heater control valve was bearly on- cut it off, and put it back on the hose, and the a/c coming out defrost vents, and heat stopped- but now heat comes out on regular a/c but not max a/c- is the heater control valve not gettin enough vacuum to stay closed???that is the only guess i have- can somebody help me
