car won't start after hot

We have a 1992 Legacy sedan with an intermittent starting problem. If the car has been running for a while and we stop it, it won't start again for approximately 1/2 hour until it cools down. The problem happened every couple of weeks, but with hot weather has become much more frequent. We've checked through diagnostics and Tunex the entire starting system and are coming up empty. The tech said sometimes he's seen a battery overload when hot--replaced the battery, no success. We've tried gearing through the automatic transmission and no luck. When trying to start, power is fully on, but not even "clicking or turnover" sounds. When cool and starts again, runs great!
Any ideas?

Starter is going bad. The heat makes it tighten up, when it cools, then it spins free.
