Question 97 1500 short bed reg cab will not start new filter can hear pump & am getting fire t

My 97 1500 5.7 350 vortec wont start. I have replaced the fuel filter and I can hear the pump running. I also know that I am getting fire to the plugs. If anyone can help I would be very happy to get your feedback!

I bought a gage today and it is about 40 pounds so I am sure that the pump is getting enough pressure. Could it be the timing? Ireally need to get this thing running so I thank you for any advise you can give me.

Not enough fuel pressure,,,this truck needs 62-65 psi to run

if you are only getting 40 psi of pressure you probably got a tbi pump by mistake.you should have at least 60 psi off the pump and probably close to 55 at the cpi.40 is way to low for a cpi,it could also be your fuel pressue regulator is allowing too much fuel pressure to bleed off.
