What does the 12 volts at the lock motor do when you attempt to lock and unlock the doors? You may need an analog multimeter or highspeed DMM to see the change in voltage. Or, if your meter has a min-max feature, you might try using that. If the voltage drops considerably, you might have a bad ground wire somewhere for the lock system, or you might have a corroded or damaged wire in the lock system. First place I would start looking is the multi-wire connection near the driver's door hinge. Those connections have been a problem in the past.
