Is this really a modification people use or is this just a scam. I am not sure what I think about it.

no experience, but no1 uses them and every1 will tell you its garbage. don't waste your money. what kind of GP/year do you have? we can get you started with REAL mods...

Well That clears it up for me! F that. It looked too good to be true..therefore.,..

Anyhow.....I have a 1990 GP 3.1 liter non turbo.

What mods are out there that could give me some extra kick. I am not looking to change engines, nor do I have 700.00-1000.00 to spend. But what could i do for a few hundred bucks??

wth the 3.1L your options aren't vast.. but you can try http://www.rsmracing.com/ and check out clubgp.com's 88-96 section. they might be able to help you a bit better. also search for 3.1L or 3100 in this forum. I know others have asked about it. good luck
