4 runner problem-loss of power

I have a 95 4 runner. problem loss of power. Changed parts in last year.
My auto guys are going nuts thinks it could be a gas regulator. I never
heard of the part but i guess there is one. thinks it is screwing with the timing because the timing is off.

mass airflow sensor
timing belt
water pump
head gasket
fuel filter
injectors cleaned
brakes
plugs
wires
cap
oil filter
air filter
my underware and kitchen sink. sarcasim to get me through. HELP ME.
Also have a problem with back window. one of the tracks broke still goes up and down however. one side will drop and the other won't or vise versa on the way up. one side goes up and the other sticks. How do i fix this?? is there a way to replace the track?

How many miles?
Cat converters can get clogged after 100K+ and will cause a loss of power.

I have completly changed almost everything however it was the Fuel Regulator that was causing all my problems. Even though the mass
air sensor was also improperly working also. Regulator was screwing with timing and causing back fire and loss of power. thanks for the
help. by the was 105,000 miles.
