Unhappy 1997 expedition radio problem

the wht/ppl wire in the radio harness is dead.It is the constant power wire to the unit.all the fuses checked out fine. I've checked them ten times or more.In and out the car.The manual talks about a mini fuse box in the engine compartment. I see it but instead of fuses I have relays. I turned the relays around to different locations and everything still work,but the radio constant power. Should i look in a 98 manual?
please help.......................

there is a small fuse box behind that fuse box with the relays (engine comartment drivers side) it holds like 4 or 5 fuses its kind of hard to see maybe it has tape around thats where there is the radio fuse
