Question Help - 97 Silverado Won't Start

My dad's 97 Chevy Silverado 4X4 won't start. The problem started when trying to start the engine it would take several attempts. I know I am getting current due to all the guages moving when inserting the key to the ignition. I hear the starter motor crank with every attempt. When it would start it would start after 2 or 3 attempts. The engine startup would be a bit sluggish but after a split second the engine would idle fine. As long as the engine is running there were no problems. The engine could run for hours without hesitation. My dad had replaced the fuel filter hoping it would resolve the sluggish startup. He went the extra step with putting injector cleaning fluid. This proved to not have resolved the sluggish startups. Now the engine will not start.

Could there be a problem with the fuel pump, fuel regulator or injectors?

Any experience with the issue or shared knowledge would greatly be appreciated....

I'm assumming it's the 5.7 litre SFI engine. Regulator would be my first suspect, it's easy to test. Hook up pressure gauge to fuel line test port valve, turn key to on (don't crank engine),you will get the 2 second fuel pump primer, the gauge should hold pressure after pump stops, bleed down should be very slight, and pressure should be 50-60 psi constant with pump running.
