Replacement engine problems

I just replaced my 1995 4x4 tacoma engine with a 2000 tacoma engine and we can't get the engine to turn over. The lights and stuff come on but the engine won't start. Even if you hold the brake down I can't even shift it into neutral. And ideas? Any help would be appreciated !

Automatic or manual transmission? I assume you have no action or noise from the starter.
